2026 Congressionally Directed Spending Requests
Please use the form below to submit your request for Fiscal Year 2026 (FY26) CDS funding. Programmatic requests (i.e. non-CDS) will not be accepted if submitted via this form. All CDS funding requests must be submitted by 11:59pm Mountain Daylight Time on Tuesday, April 15th to be considered as part of Senator Lujan’s FY26 Appropriations requests.
The office encourages you to submit your request as early as possible. In the event the office requires additional information about your project after submission, a member of Senator Luján’s staff will contact your organization.
Congress has not passed FY25 appropriations bills and has therefore not processed any CDS funding contained in FY25 appropriations bills. Additionally, the guidance provided in this form is derived from FY25 CDS guidance, and at this time, the Senate Appropriations Committee has not issued CDS guidance for FY26. Therefore, the requirements, content, availability of accounts, and deadlines associated with this form may change based upon passage of FY25 funding and the issuance of FY26 guidance from the Senate Appropriations Committee.
All CDS funding is contingent upon enactment of FY26 appropriations bills.
All requests must comply with Rule XLIV of the Standing Rules of the Senate (https://www.rules.senate.gov/rules-of-the-senate). Among other things, Rule XLIV bars members from carrying any financial or pecuniary interest in any CDS project they support and requires members to list each of the CDS projects they request the Senate Appropriations Committee fund in each fiscal year.
For the last four fiscal years, the Committee limited CDS funding to public and not-for-profit entities. Private businesses and other for-profit entities were not eligible. Additionally, in the previous three fiscal years, a random sample of projects were audited by the Government Accountability Office after funding was made available.
All CDS projects must comply with these rules and requirements. Additionally, the Office of Senator Luján requires that applicants submit at least two letters of support from third parties that would benefit from the project if funded. Please submit all letters in PDF format via the form below.
